Ulosottotoimet, commonly translated as enforcement proceedings or execution proceedings, are legal measures taken in Finland to enforce payment obligations. When a debt remains unpaid after a creditor has obtained a legally binding judgment or other enforceable instrument, they can initiate ulosottotoimet to collect the owed amount. The primary authority responsible for these proceedings is the Enforcement Office (ulosottovirasto), overseen by the Ministry of Justice.

The process typically begins with the creditor filing an application with the Enforcement Office, providing the necessary documentation of the debt and the enforceable instrument. The Enforcement Office then serves a payment demand (maksukehotus) to the debtor. If the debtor fails to pay or make satisfactory arrangements within the specified timeframe, the Enforcement Office can proceed with various enforcement methods. These can include the seizure and sale of the debtor's assets, such as property, vehicles, or bank accounts. Wage garnishment (palkan ulosotto) is also a common method, where a portion of the debtor's salary is directly collected by the employer and transferred to the creditor.

Ulosottotoimet are designed to provide creditors with a legal mechanism to recover debts while also considering the debtor's ability to pay. There are legal protections in place to ensure that essential living expenses are not unduly affected by enforcement measures.
