Ulosottotoimella, often translated as enforcement proceedings or distraint in English, refers to the legal process in Finland through which a creditor can recover a debt from a debtor. This system is governed by the Enforcement Code (Ulosottolaki). The primary goal of ulosottotoimella is to ensure that court judgments and other enforceable orders are fulfilled, particularly in cases of unpaid debts.

The process is initiated when a creditor files a request for enforcement with the enforcement office. The enforcement office, headed by a Chief Enforcement Officer (ulosotonvalvoja), then investigates the debtor's financial situation. This investigation can involve examining bank accounts, employment income, and other assets. Once the debtor's assets are identified, the enforcement office can take measures to seize and sell these assets to satisfy the debt. Common enforcement measures include wage garnishment, seizure of bank funds, and the seizure and sale of property, such as vehicles or real estate.

There are specific legal protections in place for debtors. Certain assets, considered essential for basic living, are protected from seizure. The enforcement office also considers the debtor's ability to pay and may arrange payment plans. The process is designed to be fair to both the creditor and the debtor, aiming to recover the debt while minimizing undue hardship for the debtor.
