Työnkulkuohjelma is a Finnish labor market program aimed at supporting the integration of unemployed individuals into the workforce. The initiative is managed by the Finnish Government and was launched in 2004 as a response to the increasing number of long-term unemployed.

The core objective of Työnkulkuohjelma is to provide participants with practical work experience and guidance to help them re-enter the labor market. Eligible individuals, typically those who have been unemployed for an extended period, are referred to the program by the Finnish Public Employment and Business Services (TE-services). Once enrolled, participants receive a series of instructions and requirements designed to enhance their employability.

Program activities include job-seeking counseling, employment services, and vocational training. Participants also receive support to update their education and work-related skills to meet the demands of the modern job market. Additionally, the initiative emphasizes the importance of networking and maintaining a positive professional image.

Those enrolled in the program are required to participate in job interviews, training sessions, and other activities designed to increase their chances of securing employment. Through close collaboration with employers and other stakeholders, Työnkulkuohjelma aims to improve the effectiveness of unemployment services and provide timely support to those struggling to secure work.

While strictly speaking Työnkulkuohjelma is a separate initiative to the Finnish short-term working scheme, from 2021 the two have shared infrastructure but both currently remain large programs to help sustainability and the creation or acquisition of jobs for individuals in professional and professional production.
