Toiminnimike is a Finnish term that translates roughly to “action indicator” or “policy instrument”. It functions as a standardized label that categorises actions taken by public authorities, NGOs or other organisations within the scope of a specific policy area. The concept was developed by the Finnish Ministry of Environment as part of a broader effort to improve transparency and comparability of policy measures.

The main purpose of toiminnimike is to provide a common vocabulary for describing policy measures. Each toiminnimike consists of a short code and a brief description. Codes are organised by hierarchy: a two‑letter prefix indicates a broad policy domain (for example, EL for environmental law, SD for socioeconomic development), followed by a numeric part that specifies the precise measure. This structure allows stakeholders to recognise quickly what kind of action is being referenced and to map it to national or EU regulations.

In practice, toiminnimike is used in the Finnish action register, a database that lists all public policy actions. Researchers and practitioners can filter entries by toiminnimike to analyse trends, assess policy coverage, or compare strategies across regions. The system also aids in drafting legislative texts, as authors can cite the relevant toiminnimike to ensure consistency with existing measures.
