Kvote 1 primarily relies on general qualifications such as completed secondary education and grades, while kvote 2 allows additional assessment of an applicant’s qualifications, which may include courses, work experience, or entrance tests. Some programs may use direct admission or special quotas for particular groups or circumstances.

Selection criteria combine multiple elements. In kvote 1, the strongest factor is often the grade point average and the fulfillment of basic eligibility requirements. In kvote 2, programs may evaluate additional qualifications through tests, interviews, portfolios, or other assessments. Realkompetencevurdering (RKV) can be used to count non-formal or non-traditional qualifications toward admission.
