statymas

Statymas is a normative legal act that establishes binding rules and obligations. It is issued by a competent authority and specifies the rights, duties, and powers of individuals, organizations, or public authorities within a defined scope and territory. A statymas is usually binding from a stated effective date and is published in an official gazette or legal register. It can be general or particular in its application and may be amended or repealed by a subsequent statymas or higher legal act.

Historically, "statymas" referred to formal legal codes, charters, and ordinances in the legal history of Lithuania. The term is associated with the category of statutes that organized the legal order of the Grand Duchy of Lithuania, notably the Lietuvos Statutas, legal codes enacted in 1529 and 1566 that consolidated customary law and royal edicts into formal codes. In this older sense, statymas denotes a codified or published rule set.

In modern Lithuanian legal practice, the standard term for a law adopted by the Seimas is "įstatymas." The word "statymas" persists mainly in historical contexts or in reference to local by-laws and charters issued by municipalities or organizations. The plural "statymai" denotes laws or statutes in general.
