Sovereigntys is a term used in political theory and legal studies to describe a plural or networked understanding of sovereignty. It treats sovereignty not as a single, indivisible attribute possessed by one actor, but as distributed across multiple authorities that may have final legal authority in different domains or contexts. This perspective emphasizes relational authority, mutual recognition, and layered legitimacy rather than a unitary sovereign.

In this framework, sovereignty may be de jure, but not always de facto in every sphere; competences can be overlapping or shared among states, subnational governments, Indigenous nations, international organizations, and, in some models, private actors. Sovereigntys is often invoked in analyses of polycentric governance, constitutional design, and devolutionary arrangements, where central authorities delegate powers to regional or local entities while retaining ultimate legal authority.

The concept is relevant to several contemporary settings. Federations distribute powers across levels of government; autonomous regions and Indigenous self-government movements claim partial sovereignty within existing states; and international constructions such as regional unions constrain the actions of member states without dissolving their sovereignty completely.

Critics argue that multiple overlapping sovereignties can generate legal uncertainty and accountability gaps, complicating dispute resolution. Advocates contend that a plural sovereignty provides resilience, facilitates localized experimentation, and better reflects political realities in diverse, plurilingual, and multiethnic polities.
