Savivaldybė is the basic unit of local self-government in Lithuania. It covers a defined geographic territory and represents the local population in matters of public administration. In Lithuania there are 60 municipalities (savivaldybės). Each savivaldybė operates within the framework of national law and has specific competencies to address local needs.

A savivaldybė typically consists of a municipal council (savivaldybės taryba), an executive head (meras), and an administration (savivaldybės administracija). The council is elected by residents in local elections and is responsible for setting local policy and approving the budget. The mayor or other executive leads the municipal administration and implements council decisions.

Responsibilities commonly include urban planning and land use, management of municipal property and infrastructure, education and pre-school facilities, social services, housing and utilities, waste management, local transport, culture and recreation, environmental protection, and public health and safety at the local level, all administered in accordance with national standards and regulations.

Funding derives from local taxes and charges, state subsidies, and EU funds. The central government defines national requirements and provides oversight, while savivaldybės tailor services to local conditions and priorities. Citizens participate through elections, public consultations, and advisory bodies.
