Rutetilbud is the planned set of public transport services offered by a transit authority or operator within a geographic area. It encompasses the routes that are provided, the service frequencies (headways), operating hours, and the days of service.

In Nordic countries, rutetilbud is typically defined in regional transport plans and is influenced by policy goals such as accessibility, congestion reduction, and environmental targets. The rutetilbud is often established through contracts or tenders between a regional authority and operators.

Key components include network design (which routes exist and where they terminate), timetable and headways, vehicle types and capacity, fare integration, accessibility features, and information services (maps, timetables, and real-time updates). The rutetilbud also sets minimum service levels and obligations, including weekend and holiday service.

Planning and adjustments occur on cycles, with changes driven by demand, budget, urban development, and performance data. Routes and frequencies may be altered through formal planning processes, public consultation, and regulatory approval or tender renegotiation.

Digitalization has expanded rutetilbud information through open data and GTFS feeds, enabling trip planners and apps. Performance measures such as punctuality and reliability are used to assess service quality and guide future revisions of the route offering.
