Riskiosuuden is a theoretical concept in risk governance and public policy that describes how the overall level of risk in a system is distributed among its participants. The term combines Finnish roots: riski (risk) and osuuden (share or portion). In policy discourse, riskiosuuden is used to analyze the distribution of exposure, liability, and loss across individuals, firms, and institutions.

The concept treats risk as a social construct shaped by rules, incentives, and institutions, not only by mathematics. It draws attention to who bears downside losses, who gains from risk reduction, and how risk information is shared or concealed among actors.

Policy design uses riskiosuuden to compare arrangements such as private insurance with public guarantees, deductibles and caps, social safety nets, and regulatory standards. By mapping risk shares, designers can assess incentives for risk mitigation and resilience.

Applications span climate risk management, disaster response planning, health care financing, and financial regulation. For example, shifting portions of flood risk from households to insurers or governments can alter investment in preventive measures.

Critics warn that riskosuden can obscure accountability, create moral hazard, and complicate measurement. If risk is heavily socialized, taxpayers or distant stakeholders may bear disproportionate burdens without transparent justification.
