Peacekeepers are personnel deployed to conflict-affected areas to help create conditions for sustainable peace. Most missions are conducted under the United Nations, though regional organizations such as the African Union contribute as well. Peacekeepers include military personnel, police, and civilian staff who work together to improve security, enable humanitarian access, and support governance.

Typical mandates include monitoring ceasefires, separating armed groups, and maintaining security in buffer zones; protecting civilians and facilitating humanitarian aid; assisting elections; and supporting the rule of law, security sector reform, and disarmament, demobilization, and reintegration. In most operations, force is authorized only in self-defense or to protect civilians; some missions have robust mandates permitting broader use of force.

History and scope: The modern peacekeeping concept developed after World War II, with early UN missions such as UNTSO (1948) and UNEF (1956). The approach expanded after the Cold War, leading to large multinational operations in Africa, the Balkans, and beyond. By the 2020s, dozens of missions exist worldwide, with notable operations in the Democratic Republic of the Congo, Mali, and South Sudan.

Structure and personnel: Peacekeeping forces typically comprise military contingents, formed police units, and civilian staff, including electoral, human rights, and development experts. Missions operate under the UN Department of Peace Operations and are guided by principles such as consent of the host state, impartiality, and the limitation of force to self-defense and protection of civilians. Some missions have more expansive mandates supported by Security Council resolutions.

Challenges and criticisms: Peacekeeping faces security risks for personnel, political and budget constraints, and debates over effectiveness. It has also faced criticism for abuses by personnel and for not preventing civilian casualties quickly enough in some crises. Success depends on sustained political will, adequate resources, host-government cooperation, and integration with broader peacebuilding and diplomacy.
