An omavalitsusnõukogu, often translated as a local government council, is a fundamental administrative body within Estonia's local government system. It serves as the representative legislative and decision-making organ of a municipality, which can be either a rural municipality (vallavalitsus) or a city (linnavalitsus). The members of the omavalitsusnõukogu are elected by the residents of the municipality in regular local elections, typically held every four years.

The primary functions of an omavalitsusnõukogu include adopting the local budget, approving local development plans and strategies, enacting local regulations and ordinances, and overseeing the activities of the executive body, the omavalitsusjuht (local government executive).
