Maakuntasuunnittelu, translated as regional planning, is the strategic process of guiding development at the regional level in Finland. It aims to coordinate land use, housing, transportation, economic activity, and public services across municipalities within a maakunta (region) to support sustainable growth, balanced welfare, and ecological considerations. The principal instrument is the maakuntakaava, a regional land-use plan that sets long-term directions, delineates zones for housing, industry, infrastructure, and conservation, and integrates protection of nature and cultural heritage with transport corridors and energy networks.

The planning is carried out by the regional council (maakunnan liitto) in collaboration with municipalities within the region, as well as with state authorities and other stakeholders. Public participation is a key element, typically involving consultations, hearings, and impact assessments to gather input and evaluate social, economic, and environmental effects. The process follows the framework of the Finnish Land Use and Building Act (Maankäyttö- ja rakennuslaki, MRL), and the resulting plan may require confirmation or alignment by central authorities as regulated by law. Once adopted, the regional plan provides binding guidance for regional and local planning, and municipalities must ensure their local plans are consistent with the maakuntakaava.

Relationship to municipal planning is central: municipal master plans and detailed plans operate within the framework set by the regional plan. In practice, the regional plan addresses cross-municipality issues and long-range priorities, while local plans handle site-specific zoning and development. Maakuntasuunnittelu thus serves as the regional spine of Finland’s land-use governance, linking national objectives with local implementation.
