Maakuntasuunnittelu, translated as regional planning, is the strategic process of guiding development at the regional level in Finland. It aims to coordinate land use, housing, transportation, economic activity, and public services across municipalities within a maakunta (region) to support sustainable growth, balanced welfare, and ecological considerations. The principal instrument is the maakuntakaava, a regional land-use plan that sets long-term directions, delineates zones for housing, industry, infrastructure, and conservation, and integrates protection of nature and cultural heritage with transport corridors and energy networks.
