Kunnallisäänestyslistat, often translated as municipal electoral lists, are fundamental documents in Finnish local elections. These lists contain the names of candidates who are standing for election to the municipal council. Each political party or independent group that has registered candidates for the municipality compiles its own list. The order of candidates on the list is determined by the party or group, but voters do not vote for the list as a whole. Instead, voters cast a direct vote for an individual candidate on any of the presented lists.

The electoral system used in Finnish municipal elections is proportional representation. When the votes are tallied, a party's total vote count is used to determine how many seats it will win in the municipal council. The candidates on that party's list are then elected to these seats based on the number of individual votes they received. Candidates with the most votes on a particular list fill the seats allocated to that party, starting from the top of the list downwards, until all allocated seats are filled. This system ensures that both the party's overall support and individual candidate popularity play a role in determining council composition. The lists are publicly available before and during the election period, allowing voters to familiarize themselves with the candidates.
