The Consumer Credit Directive (CCD) is a European Union directive that aims to harmonize consumer credit regulations across member states. Its primary goal is to provide a consistent level of consumer protection and to facilitate the smooth functioning of the single market for credit. The directive sets out a comprehensive framework for the provision of credit to consumers, covering various aspects of the credit agreement.

Key provisions of the CCD include detailed pre-contractual information requirements. Lenders must provide consumers with a standardized European Standardised Information Sheet (ESIS) before the credit agreement is signed. This document clearly outlines the cost of credit, including the annual percentage rate of charge (APR), interest rates, and all associated fees, ensuring consumers can make informed decisions. The directive also specifies rules regarding advertising and marketing of credit products, prohibiting misleading information.

Furthermore, the CCD establishes rules for the content of credit agreements, mandating clarity and comprehensibility. It grants consumers a right of withdrawal from credit agreements within a specific period, typically 14 days, without penalty. For variable interest rate credit agreements, the directive sets out how interest rate changes must be communicated to consumers. The CCD also includes provisions for responsible lending, requiring creditors to assess the creditworthiness of consumers before granting credit. This aims to prevent over-indebtedness. Member states were required to transpose the directive into their national laws by a specified deadline.
