kehityspanos

Kehityspanos is a Finnish term used in development cooperation and project finance to denote the resources that participants commit to development activities. The word panos translates as stake, input, or share, and kehitys means development, so kehityspanos roughly means a development contribution or development input. The exact meaning depends on the program or contract in which it is used.

It appears in international development cooperation, where donor and partner governments or organisations agree on a kehityspanos that may be financial or in-kind. It can be mandatory, for instance a required minimum contribution from a partner country, or voluntary, such as a donor providing extra support beyond official aid. In corporate contexts, the term can refer to a company's or investor's commitment to development-oriented projects, including capacity building, technology transfer, or community development initiatives.

Inputs can be monetary payments, in-kind goods or services, personnel time, or technical expertise. The value or share of a kehityspanos is often expressed as a percentage of total project costs, but can also be stated in fixed units. What qualifies as a development input is defined in project documents, accounting rules, and reporting requirements; value equivalence for in-kind contributions must be established for budgeting and auditing.

Because definitions vary, clarity in contracts and policy documents is essential. In Finland, the term is most often encountered in the context of development cooperation, public procurement for development projects, or NGO fundraising; it is less common in everyday finance outside development contexts.
