Established in the early 2010s, the hallintomalli model aimed to improve citizens' access to public services, particularly in rural areas where access to standardized public services was limited. These shopping center-based service hubs have since proliferated across Finland, with numerous malls nationwide adopting the concept.

The typical hallintomallille setup features an extensive array of services within a single, easily accessible location, such as postal services, library branches, citizen centers, healthcare services, local authorities, and educational services. In addition, many malls feature a WHC (Wellness, Health, and Concierge) concept, providing resources and programs for improving citizens' physical activity, nutrition, and mental well-being.

Providing comprehensive information on available services, web applications, and user interfaces creates an accessible platform for facilitating the searches and inquiries for residents. Financing for the hallintomalli infrastructure is largely under regional authority initiatives, though private companies and municipal entities have also partnered to incorporate public services into these large retail establishments.
