halduskohus

Halduskohus is the Estonian term for administrative court. These courts are part of the judiciary and are responsible for reviewing administrative decisions made by public authorities. Their primary function is to ensure that these decisions are lawful and in accordance with the Estonian Constitution and other legislation.

Estonian administrative courts hear cases involving disputes between individuals or legal entities and state or local government bodies. This can include challenges to decisions concerning permits, licenses, taxes, social benefits, zoning, environmental regulations, and many other areas where public authorities exercise power. The process allows citizens and organizations to seek legal redress when they believe an administrative action has been unfair or unlawful.

There are two levels of administrative courts in Estonia: administrative courts of first instance and the Administrative Court of Appeal. Appeals from the administrative courts of first instance are heard by the Administrative Court of Appeal. The Supreme Court, as the highest court, can also review certain administrative law matters, particularly those concerning the interpretation of fundamental legal principles. The aim of the administrative court system is to provide an accessible and impartial forum for resolving administrative disputes.
