Actors in the grondsector include public bodies such as municipalities, housing corporations, and water boards, as well as private developers, landowners and investment funds. Core activities are land procurement, preparation of building plots, drafting and implementing development plans, obtaining permits, and arranging long-term leases or sales, including erfpacht arrangements in the Netherlands. The aim is to create usable space for housing, business, and infrastructure, often to finance public programs through land value capture and sale profits.

The sector is closely linked to urban planning, construction and the property market. Valuation, risk assessment, and management of contaminated or undeveloped land are common tasks. Environmental sustainability and social housing goals influence decisions within the grondsector.
