The highest level, Instrument Meteorological Conditions (IMC), is used in extremely poor weather conditions where visual flight is impossible and instrument flying is the only option. This level requires the highest level of pilot proficiency and aircraft capability, ensuring that flights can be conducted safely even in the most challenging conditions.
