Eduskuntakäsittely refers to the legislative process in Finland’s Parliament (*Eduskunta*), where proposed laws, government bills, and other legislative initiatives are examined, debated, and voted upon. This process is a cornerstone of Finland’s parliamentary democracy, ensuring that legislation is thoroughly scrutinized before adoption.

The process begins when a bill is introduced, typically by the government or a member of Parliament (MP). The bill is then assigned to a relevant committee (*valiokunta*) for preliminary review. Committees consist of MPs from various political parties and may hold public hearings, gather expert opinions, and propose amendments. After committee consideration, the bill is presented to the full Parliament for debate.

During the plenary session (*istunto*), MPs discuss the bill’s content, raise concerns, and propose further amendments. The Speaker (*puhemies*) facilitates the debate, ensuring that all parties have an opportunity to speak. Votes on amendments and the final bill are taken either by a show of hands or electronically. A simple majority is usually required for passage, though constitutional amendments may require a two-thirds majority.

Throughout the process, MPs can submit written or oral motions to modify or reject parts of the bill. The government may also respond to parliamentary concerns, sometimes revising the bill before a final vote. Once approved, the bill is sent to the President of Finland for promulgation (*umpira*) and published in the Official Gazette (*Suomen Säädöskokoelma*).
