Destabilisaation is the process by which a political, economic, social, or security system loses its capacity to maintain predictable governance and order. The term is used across disciplines such as international relations, economics, and security studies, and can be described as deliberate or emergent, endogenous or exogenous. It is related to the terms destabilisation, destabilization, and stabilization, the latter being the aim of restoring order.

Destabilisaation mechanisms include economic measures (sanctions, debt distress, disruptive trade patterns), political actions (support for opposition groups, protests, or governance fragmentation), information operations and disinformation campaigns that erode public trust, cyber activities affecting critical infrastructure, and diplomatic or military moves that raise insecurity or trigger crises. The mix and intensity of these tools vary by actor and context.

The effects of destabilisaation can range from increased uncertainty and policy volatility to degraded public services, capital flight, humanitarian pressure, and spillovers to neighboring areas. In some cases, destabilisation precedes or accompanies regime change, while in others it leads to prolonged instability and conflict. The outcomes are highly contingent on the resilience of institutions, social cohesion, and external responses.

Legal and ethical considerations emphasize state sovereignty and non-interference under international law. Debates focus on when actions cross acceptable security measures into unlawful or humanitarianly harmful interference, and how to mitigate civilian harm while addressing perceived threats.
