A consular is a diplomatic mission tasked with representing a country's interests and citizens in a foreign country. Unlike an embassy, which typically focuses on broader diplomatic relations and is headed by an ambassador, a consular's primary role is to provide services to its citizens abroad. These services can include issuing passports and visas, assisting citizens in distress, registering births and deaths, and facilitating legal and administrative matters.

Consular officers, also known as consuls, are appointed to manage these offices. They operate under the authority of their home country's foreign ministry. Consular districts are often defined within a foreign country, with each consular office responsible for serving a specific geographic area. This division ensures that citizens have accessible support regardless of their location within the host nation.

Consular services are essential for the smooth functioning of international travel and for providing a safety net for nationals living or traveling abroad. They also play a role in promoting trade and cultural exchange, albeit to a lesser extent than embassies. The Vienna Convention on Consular Relations, adopted in 1963, sets out the framework for consular functions and privileges.
