Cogoverned is a term used to describe governance in which authority and decision-making power are exercised jointly by two or more actors or institutions. Challenges include complexity, potential diffusion of responsibility, accountability gaps, asymmetries in power, and slower decision processes due to negotiation requirements.

Examples include co-governed natural resource regimes (e.g., transboundary waters), co-governed urban services (e.g., water or transit systems operated by public-private partnerships), and multi-stakeholder platforms for environmental or land-use planning.
