Bioohutus refers to the set of policies, practices, and infrastructures aimed at preventing harm from biological materials and information. In Finnish usage, it encompasses both biosafety (the safe handling, storage, and disposal of biological agents) and biosecurity (the protection against theft, misuse, or deliberate release of agents and technologies). The goal is to protect human health, animal and plant health, the environment, and critical infrastructure from accidental or intentional biological risks.

Key components include risk assessment to identify hazards and vulnerabilities; implementation of containment and engineering controls corresponding to biosafety levels; use of personal protective equipment and standardized procedures; secure handling and storage of samples; access control and personnel reliability; training and competence development; incident reporting and investigation; waste management and decontamination; data and supply chain security; and contingency planning for incidents.

Governance involves international and national frameworks. Internationally, guidance from the World Health Organization, the Biological Weapons Convention, and relevant IHR recommendations shape requirements for laboratories, research, and public health systems. Nationally, laws and agencies regulate accreditation, facility standards, dual-use research oversight, and response planning. Institutions bear responsibility for governance, risk management, staff training, and transparency with the public.
