beleidseenheid

Beleidseenheid is a term used in Dutch public administration to denote an organizational unit within a government body that is responsible for policy development, coordination and monitoring within a defined policy domain. Typically part of a ministry or public agency, a beleidseenheid brings together policy advisers, researchers and coordinators who work to set policy objectives, perform analyses (such as impact assessments and cost-benefit studies), prepare policy proposals, and ensure coherence with other policy areas and government priorities. The unit translates political decisions into concrete policy instruments, regulations and programs, and supervises the implementation process to the extent that this falls under policy responsibility. It collaborates with other units inside the organization and with external stakeholders, including other ministries, agencies, and sometimes private partners, to gather input and align actions.

A beleidseenheid is distinct from executive or delivery units, whose primary task is execution and service

delivery.
