asemakaavalla

Asemakaavalla is a Finnish term related to local land use regulation, literally the adessive form of asemakaava and often used to mean "by means of a detailed plan" or "under a detailed plan." In Finland the detailed local plan (asemakaava) is a legally binding municipal instrument that specifies land use, building rights, street layouts, plot boundaries and allowed building types and densities for a defined area.

Legally grounded in the Land Use and Building Act, detailed plans translate higher-level objectives from regional and master plans into site-specific rules. Typical contents include land-use designations, building lines, maximum building heights and floor areas, protected sites and requirements for landscaping or infrastructure. The plan is adopted by the municipal council and becomes enforceable after public notification and the completion of required appeals processes.

Preparation of a detailed plan involves technical surveys, environmental assessments and opportunities for public participation and consultation. Once in force, construction and building permits must conform to the plan; significant departures require a plan amendment or special dispensation.
