Asemakaava, or a detailed plan, is a binding land-use plan in Finland that regulates how land within a defined area may be used and what building rights apply. It is part of the national framework of the Maankäyttö- ja rakennuslaki and must be consistent with higher-level plans such as maakuntakaava (regional plan) and yleiskaava (general plan, when applicable).
