They also operate or partner with shelters to manage intake, care, medical services, and adoption programs to reduce euthanasia by rehoming.

Organization and funding vary, but most are funded by local government and may contract with humane societies or other nonprofit groups. Staffing often includes animal control officers, field responders, shelter personnel, and veterinarians. Data collection and reporting on intake, licensing, disease control, and outcomes support policy decisions and public accountability.

Contemporary practice emphasizes welfare-oriented approaches, such as promoting spay/neuter, encouraging adoption, and implementing non-lethal strategies for feral cat populations, while balancing public safety concerns. The field faces ongoing discussions about euthanasia policies, resource limitations, and the effectiveness of licensing and bite-prevention programs.
