ametkonnad

Ametkonnad are publicly funded government agencies or authorities operating within the executive branch to implement laws, regulate activities, and provide public services. They are distinct from ministries, which primarily formulate policy and draft legislation; ametkonnad carry out and enforce the policy and regulation in specific sectors.

Ametkonnad have legal personality and operate under statutes defined by law. Their tasks and powers are set out in legislation, and they are typically headed by a director general or similar chief executive, appointed by the government or a minister. They are organized into departments or units with predefined competences and operate within the framework of the state budget. In Estonia, examples of ametkonnad include Maksu- ja Tolliamet (Tax and Customs Board), Terviseamet (Health Board), Päästeamet (Rescue Board), and Keskkonnaamet (Environmental Board). These agencies perform duties such as licensing, regulation, service provision to citizens, inspections, and enforcement actions in their respective fields.

Ametkonnad contribute to public administration by offering specialized expertise and consistent administration across the state, while maintaining transparency through statutory reporting, public access to information, and compliance with administrative law.
