In Finland, several actors can act as aloitekijöitä. Members of the Parliament (Eduskunta) are primary initiators, regularly submitting government bills and private member's bills. The Government itself, through its ministries, also initiates a significant portion of legislation. Beyond these formal bodies, citizens can also play a role through mechanisms such as citizens' initiatives, where a sufficient number of signatures can compel Parliament to consider a proposed law.
