Allughatayn is a landlocked governorate in central Syria, bordering the governorates of Hama to the west, Homs to the south, Rural Damascus to the east, and Tartus to the northeast. Its capital is the city of Allughatayn, also known as Kessab after 2013, with a significant decline in population following the Syrian civil war. The governorate covers an area of approximately 1,710 square kilometers and its terrain is characterized by hills and olive groves, with the majority of its land being arid or semi-arid.

Prior to the establishment of the governorate, the area was divided between the governorates of Homs and Tartus, with the villages of the same name serving as significant local centers. The changes in governance led to administrative shifts, with the aim to improve regional development.
