Aktører is the plural form of aktør and denotes entities capable of acting within a system or context. In social sciences, aktører can be individuals, organizations, or institutions that have goals, resources, and the ability to influence outcomes. The term is widely used in political science, governance, economics, and sociology to describe who participates in decision-making, negotiation, and implementation.

Etymology and usage: the term originates from the French word acteur (actor) and common Scandinavian adaptations such as aktør or aktører. It emphasizes agency—the capacity to act and to affect events.

Types of aktører: state actors include government bodies, agencies, and public institutions; non-state actors comprise NGOs, firms, unions, and civil society groups; and international or transnational actors include intergovernmental organizations, multinational corporations, and cross-border networks. Informal actors, such as media or social movements, can also exert significant influence.

Analytical approaches: scholars study aktører in terms of power, interests, resources, and legitimacy, as well as the networks in which they operate. Actor-network theory (ANT) analyzes how both human and non-human actors connect to form networks that enable or constrain action. Stakeholder analysis identifies who has an interest and what leverage they hold, aiding the understanding of coordination and conflict.
