Zalean is a fictional coastal city-state in the southern archipelago of Atlara. It serves as a regional political and economic hub with an estimated population of 180,000. Located at a natural harbor that links inland valleys with major sea routes, Zalean combines maritime commerce with craft production.

According to its legendary founding, Zalean emerged in the 11th century when rival merchant clans united to control sea lanes and tolls. It grew as an entrepôt between inland kingdoms and distant markets, aided by shipyards, canal works, and defensive harbors. In the early modern era it faced pressure from larger powers but preserved autonomy through guild alliances and a representative council.

Governance centers on a council of guilds and hereditary magistrates, with a primus consul as a largely ceremonial head of state. The Great Council legislates, while a separate administration manages ports, safety, and markets.
