Turvallisuustilanteet

Turvallisuustilanteet is a Finnish term that refers to situations in which the normal order of security, whether public safety, national defense, or civil protection, is threatened or disrupted. The concept is used by authorities to describe and describe conditions that require coordinated action from law enforcement, emergency services, and other civil organizations.

In Finland, the framework for dealing with turvallisuustilanteet is defined mainly by the Act on the Security Forces, the Finnish Defence Forces Act, and the Civil Protection Act. The Security Forces (Policing, Border Guard, Defence Forces) are responsible for assessing threats, while the Ministry of the Interior and the Ministry of Defence are responsible for overall policy. The Finnish Security Intelligence Service (FBI), the Finnish Security Service (VTT), and the Security Forces Intelligence Centre contribute intelligence assessments to determine the severity of a situation.

Typical examples of turvallisuustilanteet include armed attacks, terrorism threats, major environmental disasters, large-scale natural catastrophes, and large-traffic accidents that hamper emergency response. The Finnish Civil Protection Alarm System is used to alert all relevant agencies and the public when a situation escalates beyond routine incidents.

Each stage of a turvallisuustilanteet is classified into levels: “peaceful,” “risk,” “alert,” “threat,” and “calamity,” with specific operational measures defined for each level. The goal of the system is timely information flow, efficient use of resources, and minimal impact on society.
