Tullivalvonta

Tullivalvonta, eller tullinvalvonta, refers to the set of activities conducted by Finnish Customs (Tullin) to enforce customs legislation and regulate the movement of goods and related processes across Finland’s borders and within the country. Its main purposes are to collect duties and taxes, ensure compliance with import and export rules, and prevent smuggling, illicit trade, and the trafficking of prohibited or restricted items.

The scope includes border controls at airports, ports, and land crossings, as well as inland surveillance at warehouses, logistics hubs, and other points of entry. Tullivalvonta encompasses processing of import and export declarations, risk-based screening of goods and shipments, and enforcement actions such as seizures, fines, or referrals to other authorities. It also involves monitoring and regulating transit and storage of goods, and providing guidance to traders and travelers about legal obligations.

Areas of focus include goods requiring permits or restrictions (such as alcohol, tobacco, medicines, weapons, and endangered species), counterfeits and illicit merchandise, and enforcement of intellectual property rights. Tullivalvonta also oversees currency declarations above set thresholds and compliance with product safety, health, and environmental rules, including controls on dual-use items and other regulated goods.

Organization and cooperation: Finnish Customs operates under the Finnish Tax Administration and works in close cooperation with other authorities, including the police, the Finnish Border Guard, veterinary and plant health authorities, and EU bodies. It engages in international cooperation to combat cross-border crime and fraud, and provides public information and support for traders and travelers regarding tariffs, procedures, and compliance obligations.
