Toimetulekutoetus, or subsistence allowance, is a social security benefit in Estonia designed to ensure a minimum standard of living for residents whose income and resources are not enough to cover basic daily needs. The benefit is administered through local government social services in cooperation with national social security authorities. Eligibility requires that the applicant has a permanent residence in Estonia and demonstrates insufficient income and resources to meet essential living costs. The benefit can be paid to individuals or households, including families with children, but is subject to means testing.

The amount of toimetulekutoetus depends on the household’s financial situation, including net income, assets, and household composition. The benefit is designed to top up income to reach the applicable minimum subsistence level, and it is reduced as income and eligible resources increase. The duration of payments can vary and may be adjusted if the household’s income or circumstances change; ongoing eligibility is reassessed periodically.

Relation to other benefits

Toimetulekutoetus can be combined with other social benefits and income, but the combined amount is capped to ensure a fair assessment of need. If a recipient’s income increases substantially or if assets rise, the payment may be reduced or stopped in line with means-testing rules.
