Skolekretser are geographic zones within a municipality that determine which school a pupil has the right to attend for primary and lower secondary education. The concept is used to organize enrollment, plan capacity, and minimize long or unnecessary travel for students. A krets typically corresponds to the catchment area around one or several schools.

Boundaries are set by the municipality or education authority and are reviewed periodically. They are adjusted in response to population growth, housing development, changes in school capacity, and transport considerations. When a krets boundary changes, families are usually informed in advance and given guidance on how the transition may affect enrollment.

Enrollment and admissions are organized around the krets. In general, a child has the right to start in the school within their own krets, and schools prioritize applicants from that area. If a local school cannot accommodate all applicants, municipalities apply priority rules that may consider factors such as distance, existing siblings at the school, or available capacity. Parents may have the option to apply for a place in a school outside their krets, depending on local policy, with places allocated based on vacancies and established criteria. Transfers can sometimes be possible during specific periods, and waiting lists may be used when demand exceeds supply.
