It represents the equivalent DC voltage that would produce the same amount of heat in a resistor. This is why it is often called the "effective" voltage. The calculation of RMS voltage involves squaring the instantaneous voltage values over a period, taking the average of these squared values, and then finding the square root of that average. For a sinusoidal waveform, this calculation simplifies to the peak voltage divided by the square root of two. This is why a standard household voltage of 120 volts AC is actually about 170 volts peak voltage.
