REACHsääntelyn, or Registration, Evaluation, Authorisation and Restriction of Chemicals, is a European Union regulation aimed at protecting human health and the environment from the risks of chemicals. It was established in 2006 and came into full effect in 2007. The regulation applies to the manufacture, import, and use of chemicals, with the goal of ensuring that these substances are safe for people and the environment.

Under REACH, chemicals are classified based on their properties and potential hazards. Manufacturers and importers are required to register their substances with the European Chemicals Agency (ECHA) if they meet certain criteria, such as having a high production volume or being classified as hazardous. The registration process involves providing detailed information about the chemical's properties, uses, and potential risks.

One of the key features of REACH is the authorization and restriction system (AR&Rs). This system allows the European Commission to authorize the use of certain chemicals or restrict their use if they pose significant risks to human health or the environment. The AR&Rs are based on scientific evidence and aim to strike a balance between the benefits of chemicals and their potential risks.

REACH also includes provisions for the substitution of chemicals with safer alternatives. Manufacturers are encouraged to use substances of very high concern (SVHCs) in their products only if they have been authorized for that use or if they have been substituted with safer alternatives.

The regulation has had a significant impact on the chemical industry in Europe, leading to increased transparency, improved safety standards, and a greater focus on the lifecycle of chemicals. It has also facilitated the development of new, safer chemicals and the reduction of the use of hazardous substances. However, the implementation of REACH has also faced challenges, including high costs for small and medium-sized enterprises and the need for significant changes in business practices.
