Queil is a fictional city-state created for speculative fiction and role-playing contexts. It sits along a temperate coastline in the western archipelago of its world and functions as a major maritime trade hub.

Geography and governance

The city centers on a large harbor set against basalt cliffs, with districts including Old Quarter, Riverfront, Market District, and Sails District. Queilese, a maritime creole, serves as the working lingua franca alongside the global trade language. The political system is a constitutional city-state governed by a City Council and a Mayor, with representation from the major merchant and craft guilds in the Allied Guilds Council. The city operates as a Free Port, offering favorable duties to goods transiting its harbor.

History

Queil traces its origins to the twelfth century, when harbor guilds formed an alliance for mutual protection and commerce. It achieved de facto independence from neighboring lordships in the late thirteenth century and later established its current constitutional framework and ceremonial institutions.

Key economic pillars are port trade, shipbuilding, fisheries, textiles, and craft markets. Notable institutions include the University of the Tides, which focuses on maritime sciences and humanities, and the Grand Archive, which preserves nautical charts and historical records.
