Prefettura

Prefettura is the territorial office through which the Italian central government administers its functions in each province. It is headed by a Prefect (prefetto), a civil servant appointed by the President of the Republic on the proposal of the Minister of the Interior, who represents the central government in the province. The Prefecture operates mainly through the Ufficio Territoriale del Governo (UTG), a unified provincial office that coordinates state activities at local level.

The core purpose of the Prefecture is to ensure the uniform application of national laws and to coordinate the work of state administrations with regional and local authorities. It has primary responsibilities related to public order and safety through the supervision and collaboration with the police forces present in the province (such as the Polizia di Stato, Carabinieri, and Guardia di Finanza), as well as civil protection and emergency management. The Prefecture also oversees matters related to immigration and certain civil-status and citizenship procedures in conjunction with local authorities, ensuring alignment with national regulations.

Organization within a province typically includes sections or units dedicated to public security, civil administration, and social-economic planning, all under the leadership of the Prefect and supported by deputy prefects and section heads. The Prefecture serves as the official liaison between the central government and local municipalities and provincial authorities, ensuring that national directives are implemented across local territory.

History and context: the prefectural system has its origins in the administrative structures established in the Napoleonic era and was adapted into the Italian state. Since then, the Prefecture has remained the principal channel through which the central government administers provincial affairs, balancing national prerogatives with local governance.
