Portfellijuht

Portfellijuht is a term used in Estonian politics to denote the person who heads a government ministry or department, i.e., the minister responsible for a specific portfolio. The portfellijuht leads the ministry, sets policy priorities within its remit, and represents the department in the cabinet and to the public. The role is a core element of the executive branch in parliamentary systems.

Duties of a portfellijuht typically include developing and implementing policy within the portfolio’s area, preparing legislation and the budget for the ministry, supervising the ministry’s civil service, and coordinating with other ministries. The portfellijuht represents the portfolio in parliamentary sessions, participates in cabinet decisions, and engages in international cooperation related to the ministry’s competencies. He or she may also appoint deputies and work with a permanent secretary or secretary of state.

Appointment and accountability: a portfellijuht is usually appointed by the head of state on the recommendation of the prime minister and is a member of the government. He or she is accountable to the parliament and to the prime minister, and operates within the framework of coalition agreements and government policy. The position is typically supported by deputy ministers and senior civil servants.
