Policybuilding refers to the entire process involved in creating and developing public policies. The initial stage typically involves problem identification, where a societal issue or need is recognized and brought to the attention of policymakers. Following identification, agenda setting occurs, where the problem is placed on the formal government agenda for consideration.

Once a problem is on the agenda, policy formulation begins.
