Perustuslaeissa

Perustuslaeissa is a Finnish term meaning “in constitutional laws” or “in the constitutions.” In legal writing it is used to refer to provisions found in constitutions or other foundational constitutional texts. The phrase helps distinguish foundational rules from ordinary legislation.

Constitutional law concerns the highest level of a country’s legal order. Its provisions typically regulate the structure and powers of government (for example, the division of powers between the legislative, executive, and judiciary), outline the relationship between state and citizens, and establish fundamental rights and the procedures for enacting and changing laws. Because these rules aim to govern the core framework of the state, they are usually given special status.

In many jurisdictions, perustuslaeissa carry a higher legal status than ordinary statutes. They are designed to be more stable and harder to amend, reflecting the intention that core political order and fundamental rights endure beyond political shifts. The processes for adopting or changing constitutional provisions are typically more demanding than those for ordinary laws.

Amendments to the Finnish constitution follow a stringent procedure: they must be approved by two successive Parliaments with an electoral term between, which increases their durability relative to ordinary legislation.
