Paskelbiant is a Lithuanian verb form known as the present adverbial participle (veiksmažodinis dalyvis laiko). It is derived from the verb paskelbti, meaning to publish or announce. The form signals that the action of announcing or publishing occurs at the same time as the action described in the main clause, and it can convey simultaneity or circumstance, similar to the English expressions "while announcing" or "upon announcing" depending on context.
