Oleskelulupa

Oleskelulupa is a residence permit issued by Finland that allows a foreign national to reside in the country for a defined period. It is issued by the Finnish Immigration Service (Migri) and is based on a specific purpose such as work, study, family ties, or asylum status.

There are two main categories: temporary residence permit (tilapäinen oleskelulupa) and permanent residence permit (vakinainen oleskelulupa). Temporary permits are issued for the duration of the applicant’s activity in Finland (for example, a work contract or a study program) and can be renewed. After meeting residence requirements, typically four years of continuous temporary residence, a person may be eligible for a permanent residence permit. Finland also offers an EU long-term residence permit in certain circumstances, which can facilitate longer-term residence in other EU states.

Eligibility depends on the basis for the permit: employment, studies, family ties to a Finnish resident or citizen, or asylum/humanitarian protection. Applications are submitted online through Migri, with supporting documents such as a valid passport, photographs, a contract of employment or university admission, proof of housing and sufficient financial means; additional documents or background checks may be required.

Processing times vary by category and individual circumstances. Rights granted by the permit include the right to reside in Finland for the permit’s duration, and in many cases to work or study. Travel within the Schengen area is typically allowed for short stays, subject to permit conditions. The permit can be revoked for reasons such as violation of laws or national security concerns. Renewal or change of status is handled through Migri.
