The framework is governed by the *Neyðarlög* (Emergency Act) and other relevant legislation, ensuring coordinated efforts between government agencies, local authorities, and the public.

The system is based on a tiered response model, with primary responsibility resting at the local level, particularly with municipalities and regional emergency management offices. These entities develop and maintain local emergency plans tailored to potential risks, such as volcanic eruptions, earthquakes, floods, or pandemics.
