These regulations typically involve licensing procedures for the export of dual-use items, meaning goods and technologies that have both civilian and military applications. The MTCR is divided into two categories. Category I includes complete rocket systems and unmanned aerial vehicles capable of delivering a 500 kg payload to a range of 300 km, and equipment specifically designed for such systems. Category II covers a broader range of items, including manufacturing equipment, components, and raw materials that could contribute to missile development.
