MINAE

MINAE, or the Ministry of Environment and Energy, is a central government ministry of Costa Rica responsible for environmental policy, natural resources management, and energy development. It coordinates national efforts to protect biodiversity, promote sustainable development, and guide the country's approach to climate change and energy security.

The ministry's mandate covers a broad range of areas, including environmental protection, conservation of ecosystems, water resources management, forestry regulation, and the licensing and oversight of projects that affect the environment. It also plays a key role in shaping energy policy, promoting renewable energy, efficiency programs, and the responsible use of natural resources. MINAE develops regulatory frameworks, environmental standards, and policy instruments intended to balance development with conservation.

MINAE operates through a network of agencies and programs, most notably the National System of Conservation Areas (SINAC), which administers Costa Rica’s protected areas, national parks, and biodiversity reserves. The ministry also engages in environmental impact assessment processes, coastal and marine management, and cross-sector coordination with other ministries to align development plans with environmental goals. In addition, MINAE participates in international environmental diplomacy, global climate initiatives, and biodiversity cooperation, representing Costa Rica in multilateral forums and bilateral agreements.

The department is closely associated with Costa Rica’s reputation for conservation and sustainable tourism. Its policies have underpinned the protection of large portions of the country’s landscapes, contributing to biodiversity preservation, ecosystem services, and the country’s aspirations toward carbon neutrality and sustainable growth.
